This revelation comes from the insightful assessment conducted by local consultant Mike Stolte, commissioned by a coalition of employment-related agencies including the Nelson and District Chamber of Commerce, Community Futures Central Kootenay, and others. Stolte’s findings shed light on the broader trend affecting the entire Kootenay region, where a projected requirement of 23,000 new workers per year over the next decade has been predicted by the provincial government.

At the forefront of addressing this challenge is the exploration of whether the West Kootenay can support a job recruitment agency. Mike Stolte, armed with a wealth of local insights, has been tasked with evaluating this possibility, with his recommendations expected in February. The proposed agency would play a proactive role in actively seeking out job applicants for local employers, providing a potential solution to the region’s labour challenges. This initiative, backed by a diverse group of West Kootenay employment-related agencies and funded by the Province of B.C., marks a collaborative effort to address the evolving dynamics of the labour market.

One of the primary factors contributing to the labour shortage is the significant increase in baby boomer retirements since the onset of COVID-19. Stolte notes that the retirement rate has surged by 50 percent across the country, with 300,000 boomers leaving the workforce annually, up from 200,000 before the pandemic. This demographic shift underscores the need for innovative solutions to attract and retain skilled workers.

The traditional hiring method, waiting for resumes to land in an employer’s inbox, is proving insufficient in the current landscape. Stolte emphasizes the necessity for more innovative methods, especially as international recruitment becomes a viable option. A potential West Kootenay agency, if deemed feasible, would be unique in B.C. outside the Okanagan and larger urban centres.

Stolte highlights the housing shortage as a critical issue exacerbating the labour challenge. While individuals may accept job offers in the West Kootenay, housing shortages often lead them to decline the positions. This presents a multifaceted challenge that requires a comprehensive approach, considering both employment opportunities and the availability of suitable housing.

To inform his upcoming report, Stolte is employing a three-pronged research approach, including surveys, focus groups, and individual employer interviews. The surveys, targeting both employees and employers, seek insights into perceptions, challenges, and potential solutions. Stolte’s outreach extends beyond the Kootenays to gather perspectives from other markets, contributing to a holistic understanding of the region’s appeal and challenges.

As part of the study, Stolte is exploring best practices for recruitment and retention. Recognizing the cost-effectiveness of retaining employees, he aims to provide recommendations that support long-term workforce stability. Additionally, the report will address the potential need for a temporary employment agency to cover situations such as vacations, seasonal work, or other temporary employment needs.
