Federal Government Expands Recognized Employer Pilot (REP) under Temporary Foreign Worker Program

In a significant development, the federal government has broadened the scope of the Recognized Employer Pilot (REP) under the Temporary Foreign Worker (TFW) Program. Initially accepting applications from agriculture employers since September 2023, the program has now expanded its eligibility to encompass employers from various sectors, ushering in a new era of opportunities for businesses across Canada.

Phase 2 REP: Opening Doors for Diverse Occupations

The recent expansion of the REP is a part of Ottawa’s commitment to address labor shortages and alleviate administrative burdens for repeat employers with a history of compliance. The REP, initially introduced in Budget 2022 as the “trusted employer model,” comes with a significant investment of $29.3 million over three years. This initiative aims to facilitate smoother recruitment processes for employers seeking to bring in foreign workers.

Under the REP, eligible employers can access Labour Market Impact Assessments (LMIAs) valid for up to 36 months. The program also streamlines the LMIA application for employers hiring additional workers within the same occupation during the pilot period.

Eligibility Criteria: Ensuring Best Recruitment Practices

To participate in the REP, employers must demonstrate a positive track record with at least three favorable LMIAs over the past five years for the same occupation. These occupations are identified based on data from the Canadian Occupational Projection System, designating them as in shortage.

The federal government has instituted a more rigorous upfront assessment process for eligible employers, emphasizing their history and track record with the program. This ensures that the REP targets employers with the highest recruitment standards, enhancing the overall effectiveness of the initiative.
